ในการผลิตสินค้าทั่วไป เราต้องการวัตถุดิบอย่างดีในผลิตสินค้าที่มีคุณภาพเพื่อตอบสนองความต้องการของลูกค้า สำหรับการผลิตและพัฒนาซอฟต์แวร์ ความต้องการของผู้ใช้งานถือว่าเป็นวัตถุดิบของกระบวนการพัฒนาซอฟต์แวร์นั่นเอง
ในบรรดาข้อผิดพลาดที่เกิดขึ้นในการพัฒนาซอฟต์แวร์ ข้อผิดพลาดที่เกิดจากความต้องการเป็นข้อผิดพลาดที่ตรวจพบได้ยากที่สุด และ มีใช้ค่าใช้จ่ายสูงในการทำให้ซอฟต์แวร์กลับมาถูกต้อง การจัดการความต้องการจึงเป็นการแก้ไขปัญหาเชิงป้องกัน และ แก้ไขที่ต้นเหตุจึงทำให้ต้นทุนโครงการต่ำลง
การจัดการความต้องการ นอกจากการตรวจทานความต้องการ และ ทำให้ความต้องการนั้นจับต้องได้โดยการทำเป็นเอกสารแล้ว ยังต้องมีกระบวนในการรองรับการเปลี่ยนแปลง และ ยกเลิกความต้องการอีกด้วย
